Facilities, systems and prevention

General - The patient is the ultimate customer and planning should be community-based in the first instance, with centres of expertise determined by community need and industry expertise.

Hospitals - Hospitals in Australia are not functioning efficiently due to bureaucratic complexities and combined State/Federal funding.

Mental Health - The facility at Glenside is ideal for mental health patients. Acute patients, in particular, are not in a position to be "integrated with society" and many are in prison when they should be at Glenside. They are not adequately catered for at present. The entire Glenside Hospital site should be retained and a new mental facility added and the overall ambience of an oasis of natural open space must be retained.

RAH - Senior doctors at the Royal Adelaide Hospital are concerned at the planning for a new hospital, claiming that they have not been consulted and do not agree with the plans. The existing site should be retained and a professional planning process for this major institution undertaken. Funds saved by not replacing it with a new hospital should be dedicated to community hospitals and care.

Carers - The present system is fragmented, inefficient and underfunded. An effective management plan is essential.

Aims

Hospitals - Provide direct funding from the Federal Government and manage hospitals through local boards, with general policies set at Federal level. Restore HECS fees to encourage local students. Increase funding to rural centres.

Mental Health - Retain and enhance Glenside as a centre of mental health reform.

RAH - Undertake a professional, independent study of the RAH redevelopment needs. Maintain the RAH at its present site, revisit the RAH Redevelopment Plan (abandoned in 2005) and investigate the creation of additional beds in suburban and rural centres.

Carers - Increase funding to carers, including the development of management plans, using funds saved by the redevelopment of the RAH.
